From the footage I've seen so far he looks like he's off his face on something. He's topless and he's carrying a couple of bottles of some sort of industrial alcohol; he has a bottle in each hand so I'm not sure how he's setting light to anything.

They are spray type bottles so he's presumably spraying it at people then lighting them up or lighting it then spraying it at them.

I don't see any "molotov cocktails" or manufactured devices. And, apparently, he's an "illegal" Egyptian.

All very, very convenient and very smelly.
