I looked it up and it's a 2016 article in the Daily Express, with an alleged former Russian scientist talking about this creature, supposedly found in Lake Vostok (so, not 'antarctica' then, good start!) and, per his description, able to disable radio comms, poison people 150 feet away, shapeshift into the form of a human diver, 'hypnotise' its prey 'telepathically', and even strangle people to death with tentacles that had been severed hours previously. And now 'Mr Putin' is planning 'to use the animal as a military weapon:

'Some species of octopus lay 200,000 eggs. Imagine if they were deposited in reservoirs and lakes across North America.'
