I think it's most probably them lying through their teeth and trying to regain some of that "omnisicient Israel" gloss that has been scathed off after getting their arses kicked when it comes to anything other than massacring women and children from planes.

They may have some doctored gear somewhere but it's probably very selective. The potential for negative outcomes is too high although given the absolute lack of repurcussions when they conducted their terrorist pager attack I doubt they are bothered.

I still favour them being full of shit and hoping it scares certain people into not calling them genocidal lunatics, etc.
