The pigs wanted them for ages because it would let them get lots of evidence to prosecute small time drug offences, etc. but the cost was prohibitive and was an obstacle. Then somehow the idea that this was a rein on police power and would make them more accountable was promoted and suddenly they were being showered in money to pay for it.
