Why do Israeli high explosives seem higher than Iranian ones?

Israel drops a bomb: Whole tower block collapses:

Iran drops a 2 ton(?) warhead, and a few cars catch fire, or a shed is on fire or something like this:

I guess I am just a bit curious why Iran seems unable to put some of those Israeli high explosives atop their missiles. Maybe I am missing something.
