If you treat Trump as a metaphor, rather than a reason then Craig's analysis works better but the time it takes to make these death machines and their expense makes one wonder why the Seppoes went now rather than wait until they had plenty of these things. Perhaps they overestimated their military power and didn't expect it to take this long or perhaps they are in a crisis of falling expectations?
