Either way, it hasn't worked or at least most commentators haven't considered it as a tactic, but have quoted it as proof of his mental decline (inadvertently buying into it), but the desired pay off ("look out, he's nuts, he'll do anything, we better do what he says") hasn't got anywhere near the main narrative so it failed generally.
