Obviously we're not privvy to the negotiations and whatever guarantees/threats have been given/made but unless the spetics have been absolutely battered and everyone at the Pentagon is screaming, "Agree to anything or we'll completely lose in front of the world" I can't see what has convinced them that they are going to make this enormous about face.
