Anarchism is a perfectly virtuous doctrine, and from his long, long prologues we know that the judge is simply a conservative who wants a government that will obey the Constitution. I think that Doctorow may have suggested that successful drone strikes against such as the oil refinery a Samara has shifted the balance of warfare, offsetting any gains on the battleground. That may be what made Ritter - another libertarian conservative - erupt into calling Doctorow a "liar" and western propagandist "of the worst sort". (Of course anything that implies Russian defeat, true or false, might stiffen those who want to prolong this dreadful war by supplying more missiles to the Ukrainians)
