I actually think the main reason Russia moves slowly to ensure its economy doesn't overheat: They remember the totality of their history very well including Afghanistan and its economic impact on the USSR.

The west, being reactionary, is naturally inclined to recycle playbooks. Russia, amidst a rebirth from the ground upwards remembers its history, listens to its experts, won't let that happen again and as a consequence isn't stillborn.
