Chris Donnelly already proposed expansion of the II to the US a year or two ago, but these things appear to have run in parallel, perhaps through the Atlantic Council. There's also the "EUvsDisinfo" network, which I wrote about on AHT last November, and which intersects in some way with the II. It also has hundreds of experts and academics and 'journalists' associated with it, and groups mainly in Eastern Europe with a strong anti-Russian focus. These networks are mind-boggling in their extent and influence, something Russia could hardly dream about were it to actually want to exert influence over Western minds. And they are all dedicated to "malign influence" as Donnelly calls it.
