I think the central, existential, problem has been that the referendum result was unrealistic and unachievable because of the expectations and desires of of those who wanted to pull Britain out of the European Union. Part of this 'chaos' is illustrated by the 'meltdown' in Westminster, where the politicians and parties cannot deliver what was promised to the British people, not only that they can't agree on what the referendum meant and what the consequences are, and how to move forward, and create a consensus for the national good. Looking back, Cameron's clever trick, has been proved to have been a historic mistake on monumental proportions, that could have terrible consequences for the future. Like the break-up of the Tory Party, the break-up of the UK with Scotland being independent, terror in Ireland, and what looks like the start of a 'civil war' in the UK and a complete meltdown of the political system with the politicians unable to agree on anything constructive. To inflict all this on the public is unforgiveable. It's almost like the political system committing suicide.
