I don't think that's right. For example, there's never been a successful revolution in Britain, whilst in contrast, virtually every European state has had one over the last couple of centuries. Why is that? It's because the British state and economy has functioned much better, for a variety of reasons, and, therefore, the revolutionaries never succeeded in getting enough traction.
