The idea that everything across the world is monitored and stored would come as shock to most people. Also Binney says that the US authorities can go in to anyones computer and change programmes, look at everything that's stored there, and, change what's there, is frightening. What this means is that they can plant false evidence of criminal activity and then investigate the individual and find the incriminating texts or pictures, which guarantee a conviction, and how would one prove one's innocence? One could use this and their ability to leave a false trail, to frame political dissidents for crimes they haven't done, like posession of child pornography, which would destroy the target.
