I think it's a kind of neo-puritan push to proscribe and control, at the micro-level aspects of behaviour that belong in the private sphere, as long as the behaviour isn't criminal. I think the neo-puritans are mostly interested in control and power in society and are attempting to use 'sexuality' as a convenient platform and symbol of the kind of society they want to see evolve or take over. They are similiar to Islamic State or the Taliban in Afghanistan. One begins with the micro-control of sexual behaviour and then one moves, inexorably into other areas of behaviour.
