I read the book and saw this TV show. The show is very glossy and, if you set aside the idea that this is the truth of what happened, is a quite engaging "terror thriller".
The blame for nobody having a clue about the hijackers is essentially placed on Alec Station, the CIA group or unit or whatever responsible for trying to track OBL. They make a big deal out of one file being removed by Alec Station from a collection of data given to the FBI. The file contained the names of some of the hijackers and this is essentially what they claim caused everyone to miss everything.
It definitely has the smell of official misinformation as you would suspect when something is warmly embraced and lauded as "definitive" by every mainstream news source going. Of course there is a lot of stuff that is correct in there (the book more so than the TV series); the historical rise of the mujahadeen and the US role in all of that but the 9/11 narrative is way too simplistic.
