Indeed, though our contemporary surveillance system is even more insidious than Bentham's in the addition of an important feature. In the former, although the guards might miss something in real time, the prisoners know that whether they are observed or not, everything they say is archived and the entire record of each prisoner accessible to the warden on demand. Which is a little closer to the fascist ideal of each prisoner being "monitored at all times".
