https://en.wikipedia.org/wiki/Agadir_Crisis https://en.wikipedia.org/wiki/Italian_invasion_of_Libya https://en.wikipedia.org/wiki/Balkan_Wars Until 1911, war spending by the Great Powers was for maintaining their conscript armies and the Royal Navy, except for surges by the British and Russians during their wars in South Africa and Manchuria. It was in 1911 that the powers began to arm for a war that few expected to be easy or quick. The Agadir Crisis (1911) was followed by a predatory attack on Libya by the Italians in 1911 and the conspiracy of the First Balkan War (1912-1913) by Serbia, Bulgaria and Greece to steal the remaining Ottoman territory in the Balkans. The Second Balkan War (1913) began when the winners fell out over the spoils. After that the Austro-Hungarians feared that they would be next unless Serbia was cut down to size.
