There was some hoo-haa about wearing poppies at an international match a while back.
If Celtic fans are getting fined for supporters waving Palestinian flags then sure Spurs should be treated the same. Although I think the Celtic thing was inside Israel, so could be seen as much more of a political statement than just a random national flag at a footy match.
They would most likely have innocently been the Israeli branch of the Spurs supporters' club. Every match at Goodison park there's flags of Ireland, Belgium, etc.. Presumably because they're coming over to watch the match and want to show support from overseas, rather than because they're supporting the IRA or want Belgium to invade the DRC.

Your stuff down there about Shai Masot and Nazi flags is just unhinged. They were just watching a football match mate. Also the Nazis were a political party, not a country (like Israel is).
