    Laser projections can be done by anyone basically. I'm sure there are guidelines and rules but you could probably pop any message up anywhere for a period of time and photograph it.

    Not that the UK government might object to this kind of sentiment being plastered on an NHS hospital because its got all their favourite propaganda memes:
    Assad killing his on people...brutal Russians bombing hospitals...demon Putin. In fact its the kind of stunt they would pay good money for, and possibly did.

    On the issue of hospitals the definition of such in the past has been extended to cover temporary field treatment sites for injured Jihadis: how are the Syrians meant to know where these are anyway?
    Likewise as the US knows ISIS has a habit of basing its operations in actual hospitals because propaganda like this keeps them ("good") terrorists safe...
