In the sense that the empire has to have a 'noble' reason to exist at all. That, like a rolling hoop, it's either expanding, moving forward, or retreating and looking unstable, weak, not confident and strong. Empires and warfare seem to be linked at the hip. In the case of the US Empire, it's been continually expanding for well over two centuries and has rarely known peace.
