    So-called safety limits (also called thermal limits) are specified, but they were only designed for severe and immediate effects like shocks and burns, and heat-related effects. They specifically exclude long term effects like cancers even though this kind of risk is now officially recognized.
    The (ICNIRP, see below) guidelines only recognize the strength of exposure that can heat body tissue - effectively ignoring the entire biology, as if all organisms were simply dead meat.

    The bulk of the evidence points to there being other kinds of biological effects at far lower levels (hundreds or thousands of times lower, perhaps, about 0.05 volts per metre show up in many studies) than those required to produce the thermal effects (a hundred v/m or something). These effects have surfaced at population level, so feature in many studies.

    An additional problem is that some people are sensitive (at a more immediate level) to much lower levels than even this, like the writer who may have spent too long in front of the old VDUs and become sensitized. There aren't enough of these people to show up at population level in statistical studies, hence the denial game in play.

    The level of exposure in the place the writer is talking about will be ignored - because it isn't enough to heat up the body of a dead sheep!

    So, the results of any measurement of the levels wouldn't bother the authorities who would have someone turn up to measure them and pronounce them safe - as the 'safety' only covered an extreme (and highly unlikely) danger.

    Hopefully this gives a bit of the picture the writer faces.
