It's because of the inherent difficulties linked to the nature of the offence itself. This is... a big problem. Also there have been, recently, a number of high-profile cases/examples where prosecutions have collapsed and the credibility of the complainant evaporated once their telephones were accessed, calling into question the etire basis for the prosecution. This makes the police and the CPS wary of pursuing cases with less than 'cast iron' evidence. Juries aren't made up of just female rights activists, but ordinary people. This is both 'good' and 'bad.' Without firm physical evidence or independent witnesses, these offences are hard to prove, or convince a jury. I'm not sure how one gets around this, unless one tips the balance of proof artificially in relation to women, only this leads to all sorts of other problems, like equality before the law.
