because all they need to do is speak English slowly and loudly enough, and everyone will understand them. Been like that for centuries. They even do it with the Eldest continually-spoken language in Britain, here for a good thousand years before the coming of English itself... Odd hobbits at times, my dear English brothers and sisters.
