Branson's well in with HMG/MoD presumably. What the hell does Anne Marie Trevelyan know about the subject of flight into space? She's a chartered accountant from Price Waterhouse Cooper ffs and has been in this job at the MoD for just over two months! 'On 27 July 2019 she was appointed Parliamentary Under-Secretary of State for Defence in Boris Johnson's administration.'
