I think a corollary to this principle was obliquely articulated by Stephen Gowans in an interview he did with the Black Agenda Report linked to by Subhi here a couple of days ago when he basically said we can't demand/expect western-style liberal democratic institutions in states being throttled by US imperialism. I think that one is equally important and valid, since for states with the empire's boot on their neck, democracy necessarily takes a backseat to survival, as it does with all states at war. Under such conditions, survival usually requires a certain amount of emergency national mobilization and therefore of authoritarianism and hierarchy which is why even democracies often become undemocratic when at war. In any case, it's not for citizens of the aggressor states to condemn the victims of that aggression for a lack of democracy, at least if they don't want to be total hypocrites.
