This time it's the case of Joseph McCann who went on a rampage of raping woman (and a young boy) and displaying violent behaviour when he should have been in prison. A fiend.
The problem, according to the BBC Home Affairs Correspondent, June Kelly, lies in shortage of staff in the probation service. The probation service was privatised under Failing Grayling. Now being brought back into public ownership. Great isn't how much damage he and that particular administration did.
