how to explain Russia's superior military technology? Archived Message

Over the past couple of years, I have read some stuff (perhaps too quickly, which might explain why puzzlement) from Dmitry Orlov and Andrei Martyanov, but I still don't really understand:

Russian military technology, particularly missiles (and perhaps fighter jets too), are far superior to anything America has. And, apparently, it won't be possible for America to catch up.

The explanation (to the extent that I understand it) is along the lines that the American weapons industry is bloated and full of boondoggle projects.

But, since America has unlimited resources (spending quite a big multiple of what Russia spends on weapons), surely the Pentagon could just set up a bunch of lean, mean start-ups to counter such lean mean players as MiG and Sukhoi - if the big boys (e.g. Lockheed) simply cannot deliver.
