There is another factor he's not taking into account, but understands very well. Presumably by "threat to his own people" - aside from being a classic western interventionist meme beloved by liberals, pseudo-progressives and assorted imperialists everywhere and therefore to be avoided at all costs - he means the theocracy's intolerance of dissent. But that ties in with two factors that the US is responsible for: it destroyed the political system that upholds human rights, and it has been at war with Iran ever since - sanctions, terrorism, subversion and endless threats being acts of war and illegal under international law - and as Chomsky has pointed out himself numerous times, a country at war seldom if ever protects civil rights. So any internal repression is a direct consequences of US policy, and therefore citizens of the US like Chomsky have a special obligation to take that into account before condemning the government, or casually repeating a war-mongering meme of the regime-change right. In Chomsky'd defence, he is 90 and has already provided the information and analytical tools for us to recognise and critique his own backsliding when it happens.
