I would guess that it - or some variant of it - dates back to about 2300 BC or so, and was first uttered by Argon, with "Akkad" substituted for "US". As long as states and empires have existed imperial hypocrisy and its banal slogans like "force for good" have been needed to justify violence, mass murder, torture, conquest and domination. And Colbert, despite having once been an outstanding satirist of the American version of this hypocrisy, is now cynically cashing in on it. Gabbard too seems happy to play along, which speaks volumes about her as well.
