Oliver Dowden's a cert for promotion. 'Culture Secretary Oliver Dowden* also defended his boss, saying the PM was "being briefed on an hourly and daily basis" and "took a very close personal interest" in the virus early on.

On 24 July 2019 he was made Minister for the Cabinet Office and Paymaster General by incoming Prime Minister Boris Johnson. He was appointed to the Privy Council the next day.
On 13 February 2020, Dowden was appointed Secretary of State for Digital, Culture, Media and Sport, succeeding Nicky Morgan, who had stepped down from cabinet.'
Cameron's chief of staff was Ed Llewellyn. He became UK Ambassador to France and Cameron gave him a peerage when he left in 2016. Nice work Ed.
