Because geography doesn't change a whole lot. Same borders, landmasses, seas etc. This seems to be why Russia could plan. The US builds something like the F-35 as a multirole combat plane precisely because they don't know where in the world it is going to go or what it may be called on to do. So I guess it ends up compromised all the way around.
