In fact he doesn't even have to do that, because he can simply say that "five people have been diagnosed with CV19 and all the people who have been in contact have now been notified..." Several days later - "seven of the people who were notified have now tested positive for CV19" Who would know? Of course we have so few cases here that all of them have been traced and connected, and the spread prevented, so the App is totally unnecessary. But now our children might be at risk, so it's just as well to have the App...
