Not in the outright falsification of data, but in attribution of ideas, allocation of resources, allocation of workload, inequality of criticism, etc. People higher up naturally warm to people lower down who show the instinct to be oppressive - like anywhere, but in a small area it is particularly noticeable and hard to escape. Not whining, just stating how it is.
