I presume he means the roughly half of the voting public that make up "the left" as far as the people that run the elections go; they are the people expecting this behaviour, i.e. the state/oligarchs/"them". I think it's a fairly accurate description of how elections have worked for decades now, particularly in the U.S. I don't think the phrase "consent to the system" is supposed to be taken to mean legitimising it.
