The council and the mast operators like nothing better than making a show of coming out and finding the signal levels 'safe' i.e. in the sense that no-one will get a shock or a burn. Tell your friend to forget analogies like cooking dead meat in a microwave. The effects on living tissue are not due to heat. Smoking is a good analogy. There will likely be no vaccine for some time. The scenario of forcing people is a live one though, and there's little doubt it's in the minds of some. But unlikely to be triggered by cranking up power out of 5G masts. The main purpose of 5G is to make bucketloads of money.
