    That rang a bell regarding the agricultural research. It would give these countries research funds for their labs, lost after the collapse of USSR. Thereafter used offensively, as in:

    the African swine fever virus (ASFV) spread from Georgia to Russia ... during Ossetian war

    Note also that the author specifically said:

    There have already been a number of publications expressing concern about the collection of human specimens for research from members of various ethnic groups by the Pentagon

    and

    ... studying how susceptible certain ethnic groups are to various diseases and their responses to appropriate treatments, and conducting clinical trials of drugs in regions with ethnically diverse populations.

    Not sure how true that may be, but this could be done under the cover of medical research which on the surface appears benign.

    In case of Georgia and Ukraine, I can see more nefarious (medical as well as agricultural) research being approved in a jiffy.
