If 'they' really wanted to spread fear, they wouldn't - if only half-heartedly, as in the UK - enforce lockdowns or encourage social distancing and the judicious use of masks. They'd let the virus rip and overwhelm the ability of health systems to cope (that's people like Dan, desperately trying to save lives). But that's OK with 'them' because it would get rid of the old and disabled, the economically non-productive and costly. And it's OK with you because it preferentially targets those who have made bad lifestyle choices. Both you and 'them' are OK with herd immunity, despite the costs in deaths and long-term disability. Under that 'let it rip' scenario, people would be even more fearful and desperate. And even more likely to accept vaccination - however costly - and/or any other remedies offered by 'them'.
