Surely, if 'they' wanted to maximise fear, 'they' would 'let the virus rip', causing more cases, more deaths, more disabilities and the overwhelming of health services. I think you underestimate the effect of lockdowns on people. A lockdown (and to a lesser extent, masks) confirms for large numbers of people (a big majority I think) that there is a deadly disease out there that's so bad that they should stay at home except for absolute essentials. This is turn automatically makes people fearful. I've seen it all around me, even if they happily admit not knowing a single person who has it. "Letting it rip" may make people scared if the number of deaths and seriously ill really does take off -- i.e. that people will typically hear of others having it. You can see that in places like Belarus, where they did "let it rip", there isn't quite that fear. Perhaps because it isn't .. actually .. so bad...
