On "how it's used isn't the point" that bits true, but its not a vote if its not used. It doesn't "count" because it doesn't actually exist to count.
You're merely confusing potential with actual: enfranchised to vote isn't the same as voting.
-deliberately confusing the two gets you nowhere with whatever point you think you want to make. If you ever get past that point likewise deliberately confusing "non-voters " with "abstainers" won't help you much either.
