It isn't unusual for the summary policies obtaining in colonies to seep into the metropole. It's quite an efficient form of de-skilling too. If the only "police" contact with the public is after they have riddled someone with bullets, there's no need to waste resources investigating crimes and "crimes"; even to the perfunctory standard needed to blackmail a person into a plea-bargain.
