As the New Yorker argued this month, the loose murk of the Russian meddling story, which easily lends to conspiracy and distrust, is more important than quantifiable impact. Regardless of debates on quantifying impact, “if the goal is disruption and confusion, then being seen to affect outcomes is as good as actually affecting outcomes.”

Ah, so if Russia actually interfered they're guilty. If they didn't interfere, they're equally guilty. Why? because, with truly diabolical, 3-D chess-level genius they forced the American media to concoct a bogus, evidence-free, Q-Anon-level conspiracy theory out of whole cloth and aggressively push it for four years. The endless litany of lies and deception these propagandists force-fed their audiences caused as much disruption and confusion in the American electorate's psyche as they would have if they were true. Either way, Putin gets exactly what he wants. QED

Of course this is itself an even dumber evidence-free conspiracy theory concocted out of whole cloth to explain the previous evidence-free conspiracy theory. But in a world where 2 + 2 = 5, it all makes sense.
