That really is the conclusion many are drawing. It isn't like there are any viable alternatives being offered. Societal reorganisation would only work if there were any cohesive will from govts, which as ever there is not. An alternative perspective is places where western militia have terrorised. The prevailing opinion for safety in such places might be if you have a bunker stay inside till it blows over. Eventually though we all have to face the daylight, particularly if we know there is no saviour to sort it out above our heads. Which seems to be (in such places) what people do.
