Edgerton has some interesting things to say; the post-1945 Liarbour "Welfare State" was an elaboration of the 1920s Tory welfare state not a new beginning. Each "reorganisation" of the NHS (now PENHS) is a cut of its functions to working class people and a redistribution of resources to rich bastards, inside and outside the Ex-NHS. The virus pandemic is merely an opportunity to change speed.
The nurses who cross the bridge seem fairly optimistic when I ask them if they're off saving the world again but the care assistants aren't. Looks like Project 2000 achieved its objectives.
