I thought the story might be saying the most dangerous thing about it was when you let the state get hold of it, tax it beyond recognition and make it so you have to splash out millions to get a license to grow it (in practice this keeps the black market going to undercut them (free market baby, supply and demand), though the police in some places in the US seem to then carry on prosecuting those black market growers just as much as before, to top up their 'proceeds of crime' income (coming to a british police force near you soon)).
