2. Make noises about looking into the ones that don't. 3. Spin it out. 4. Investigate the ones that don't with inadequate investigators (inexperience, safe pairs of hands, minders). 5. Pick the most culpable and have a trial. 6. Watch the prosecution ignore more open goals than Jeremy Corbyn. 7. Don't use the law of common purpose against soldiers/spies/police/prison guards/corrupt councillors and informally advise them how to keep quiet. 8. Let the defence make hay of the prosecution's partiality on singling out small fry (the most flagrantly guilty small fry, that is). 9. Leave the jury (structurally biased, quietly vetted and eavesdropped on) to decide whether to find the most obviously damned man or woman guilty, knowing that it's a scapegoating. 10. If the jury still brings in a perverse verdict (guilty) release the convict with a posse of judges, the Daily Heil and a grieving next of kin. Hey presto!
