As stated many times before, masks aren't desirable to the security state as they hinder personal identification, .. The main aim of the security state has always been to control people's behaviour, not about catching criminals. Getting people to socially distance and wearing masks for months (years?) on end very definitely makes it difficult to organize anything, especially if threatened with very hefty fines (far far more than a parking ticket). Furthermore, keeping track of people via their gadgets is very easy. Forcing people to have Apps so they can be tracked is dream for the security state. .. lockdowns inhibit business and making money and were only half heartedly utilised .. For a government that's supposedly interested in businesses making money they're going about it in a very strange way -- destroying large numbers of them. The biggest corporations are all happily pushing for lockdowns (you'll find hundreds of them supporting the WEF & IMF agendas -- Tony Blair prominently among them). They and their banker friends will happily hoover up the bankrupt high street shops. And they have a media onside who'll do their fear-mongering for them. But you don't wish to see or hear this. It's all "government forced into this". Well yes, but by who?
