Ken can speak for himself (better than me) but i guess he was referring to how much the proportion of manufacturing in the economy has fallen in the UK and similar countries since neoliberalism. I think at least part of the idea is to export industries which require large union-isable workforces to countries where they can still just shoot the strikers or something (aka 'reducing costs'). In the post-war decades, manufacturing began to lose its competitive advantage and heavy industry experienced a relative decline.
