Respect for this guy's dedication but I can't help but view this from the govt/managerial perspective - "What a good little soldier, maybe we don't need to give them a pay rise after all?" A problem in any job viewed as a vocation, or something with intrinsic merit or social value - the workers will put up with all kinds of abuse and neglect because their morality & ethics (the fools!) ties them to Doing The Right Thing every time, regardless of the consequences for their own well-being.
