The NHS and CCA (1990) ended that (and me). I don't have much experience of elderly care care homes but they were dumped by the Hull NHS and SS into a bin called HICA https://find-and-update.company-information.service.gov.uk/company/IP27662R One of my nemeses got dumped into it too in 1994 (as an employee of the SS).
